Public ticket pages open for everyone
Public event and ticket pages open again for buyers who aren't signed in, and site-wide notices can now appear above the top bar.

1- Important notices, such as planned maintenance, appear in a banner above the top bar.

1- Profile pictures update more smoothly and no longer look stretched in the top bar.

2- Public event, ticket and registration pages no longer ask buyers to sign in.
